Saudi Supply Chain — Your Questions Answered

The Saudi Food and Drug Authority (SFDA) regulates the import of food products, dietary supplements, pharmaceuticals, medical devices, and cosmetics. Any product in these categories must be registered with SFDA before it can be imported or sold in Saudi Arabia. Without SFDA registration, your shipment will be held at customs or returned. Registration timelines range from 4 to 16 weeks depending on the product category and completeness of your dossier.

SABER is Saudi Arabia's electronic conformity assessment platform, operated by SASO (Saudi Standards, Metrology and Quality Organization). It issues Certificates of Conformity (CoC) for regulated products — including consumer goods, electrical appliances, and building materials — under GSO (Gulf Standardization Organization) standards. A SABER Certificate of Conformity is required for each regulated product before customs clearance. Products without valid SABER CoC will be rejected at the border.

Standard required documents include: Commercial Invoice (showing HS code, value, and Incoterms), Packing List, Bill of Lading or Airway Bill, Certificate of Origin, and any applicable import permits (SFDA, SASO, MoC). Food, pharmaceutical, and regulated consumer products additionally require SFDA import permits, SABER CoC, and Halal certificates where applicable. Missing or incorrect documents are the primary cause of customs delays.

Food products must meet the following requirements: (1) SFDA product registration prior to first import, (2) Halal certification from a Saudi-recognized certifying body for all animal-derived products, (3) Arabic labeling compliance — ingredients list, nutritional table, shelf-life date, country of origin, and importer details must appear in Arabic, (4) SFDA Import Permit per shipment, (5) SABER Certificate of Conformity for applicable packaged food categories, (6) Minimum 50% remaining shelf life upon arrival at Saudi customs, and (7) Continuous cold chain documentation for chilled or frozen products.

Halal certification is mandatory for all meat, poultry, and animal-derived products imported into Saudi Arabia. The certificate must be issued by a certifying body officially recognized by the Saudi SFDA. For other food products such as plant-based items, Halal certification is not legally required but may be commercially advantageous. Saudi regulations require that all product labels include the following information in Arabic: product name, ingredients list, net weight or volume, country of origin, manufacturer name and address, Saudi importer name and address, production and expiry dates, nutritional information (for food products), storage and usage instructions, and any applicable warnings. Labels that do not comply with Arabic labeling requirements will result in the product being rejected at customs or recalled from shelves.
